Insert the needle into the wrap from below from back to front. Place the wrap on the holding needle, lifting it over and behind the stitch it wraps. Purl the wrapped stitch & it's wrap together as if 1 stitch.

Note that this stitch is shown hashed because it is nearly always worked on a backside or “wrong side” row, which mean it looks like a knit on the front side. For more on stitch notation, see this article.
